Writers should read as much as they can so they can assimilate the mechanics, techniques, successes, and elements of professional writing.  Fiction writers need to read short stories and novels in their genre.  You simply cannot read enough.  This, more than anything, will improve you as a writer.

That said, there are many self-help books that can offer assistance, although each should be taken within the context of both its author (and his/her style of writing) and the reader’s own experience and goals.
